In collaboration with CAMRE, ESCWA and OAPEC, UNEP/ROWA has developed an Arab strategy framework of Energy for Sustainable Development,
within the framework of the WEHAB initiatives, advocating energy efficiency and alternatives, including renewable resources and cleaner fuels and technologies. The framework addresses the needs and priorities of the Arab region in the area of energy. The four key issues identified for the Arab Regional Strategy on Sustainable Energy are:

Access to energy and modern energy services,
- Cleaner fossil-fuel technologies,
- Energy efficiency and
- Renewable energy
UNEP-ROWA in coordination with Yemen, based on the outcome of Sana’a Regional Conference on Renewable Energy (April, 2004) is developing a proposal to establish a West Asia Center of Excellence in Energy for Sustainable Development & RET in Yemen.
UNEP/ROWA in cooperation with the Zayed Prize, WMO and others organized the Dubai International Conference and Exhibition on Atmospheric Pollution (Dubai-UAE, February 2004). The Conference issued the Dubai Declaration on Trans-boundary Atmospheric Pollution (TAP), and recommended the establishment of a regional center for TAP and Atmospheric Brown Cloud (ABC). A request has also been received from the Environmental Protection Authority in Yemen for support in addressing urban air quality in Sana’a. A project proposal will be initiated and implemented in this regard. Furthermore, UNEP/ROWA is involved with ERWDA in the preparation of the International Conference on Sustainable Transportation in Developing Countries (Abu Dhabi-UAE, February 2005).
The Main Objective:

To improve regional acceptance and adoption of sustainable energy strategies, cleaner fuels and technologies and use of renewable (and non-carbon) energy systems (Renewable Energy Technologies – RETs), promote energy efficiency in the production of goods and provision of services, and ensure that the environmental factors are increasingly incorporated into the industrial & transport sector.

To support the regional strategy framework on Energy for Sustainable Development, including the promotion of cleaner fuels and technologies, energy efficiencies at both the supply & demand sides, and renewable energy.

To promote the ratification and implementation of UNFCCC and Kyoto Protocol in the region, including the Clean Development Mechanism (CDM).
- To promote sound management approaches to sustainable transportation systems in the region to enhance air quality and environmental conditions.
