During the 2003 Main Meeting of ODS Officers for West Asia, the following strategy was developed and agreed upon by all member countries & the CAP team

  • Policies and legislations are important in the current stage, where they should be integrated in the national phase-out strategies. Efforts shall be also devoted in the development of sub-regional and/or regional policies.
  • Ensuring the proper introduction for the high-level political awareness through ROWA Regional Director official visits as well as participation in the regional and sub-regional ministerial forums and meetings. Put Montreal Protocol and its amendments in the agenda of the Ministerial and high-level meetings by UNEP/ROWA Regional Director.
  • Assistance to potential non-compliance cases should be given highest priority.
  • Addressing Illegal Trade issue in the region should be at the networking activities and the regional agenda reflecting related decisions and guided through recommendations of 2003 Main Meeting of ODS Officers
  • Updating countries with decisions related to ODS phase-out activities in the region
  • Assisting countries in the region in the implementation, monitoring and evaluation of RMP will be the first technical priority of the West Asia CAP.
  • Coordination with other IAs and Bilateral Agencies in the implementation of joint projects and using CAP regional capabilities
  • Assisting in conducting assessment for unforeseen consumptions and/or sectors in the use of CTC, TCA & MeBr in some countries shall be addressed in a case-by-case approach
  • Promote further cooperation and coordination with other relative sub-regional and regional gatherings (GCC, CAMRE & Others) which would significantly enhance the effectiveness of ODS phase-out activities in the region.
  • Ensure that non-ODS proven substances and technologies are well introduced to stakeholders in refrigeration & air-conditioning sector with special attention to SMEs
  • Providing the necessary documentations and materials of policy, technical and awareness in Arabic Language.
  • Assisting countries in developing awareness programs about alternate non-ODS substance and technologies for HCFC-22.
  • To encourage further cooperation and experience exchange amongst West Asia countries as well as other countries
  • The high importance in carrying out a preliminary exploration and investigation of Iraq’s need to join Montreal Protocol, should be given high consideration
  • Supporting the Palestinian National Authority in improving the Palestinian capacities in ODS phasing-out national activities
